Previously, as Deputy Director of Project Delivery for the U.S. General Services Administration, she oversaw a $250M federal construction program, including 17 projects under the Inflation Reduction Act totaling $142M. Known for her expertise in preconstruction, cost management, and program leadership, Judith brings technical insight, collaborative leadership, and a proven ability to deliver results in high-stakes environments.
